few months, it has largely banned mitch mcconnell and harry reid who have trumped up something toward the end to avert shutdowns and the like. they together have averted a tax hike last december. it is an interesting fact that the senate, even though it is normally seen as the body that cannot get anything done, it has more bipartisanship right now, and there is more of an incentive for the senators to try to get something done. house members are more polarized. they are worried more about primaries than general elections. the best case scenario here is that the senate does craft a compromise that both parties can live with, and it is take it or leave it to the house right up until the deadline, and you figure enough democrats and republicans come together to send it across to the white house. >> stephen dennis, thank you so much for your time. >> absolutely. >> here are president obama's remarks from the white house earlier today. afterwards, we will hear from senators reid and mcconnell from the senate floor. , and joining me today, jonathan chait, joy reid, new york times political reporter nicolas and catherine crier. christmas break is already over for president obama. he's flying back to washington tonight and aides say he's ready for a deal. it's not clear whether this trip is a sign of compromises to come or another display of theater showing the president is willing to work even as his opponents skip town. meanwhile, though, americans are growing skeptical. in the last week alone, gallup found a 15-point drop in the number of americans who think congress will negotiate a deal on the fiscal cliff. that's not all, holiday spending also hit its lowest rate since the 2008 recession, which retailers are blaming on the uncertainty in washington. so where do we go from here? well, since the house failed to get a vote on the tax package last week, all eyes are on the senate. a temporary deal that would basically extend all the tax cuts for those making under a quarter million. the deal would also rescue long-term unemployment benefits and instead of addressing those automatic spending cuts we've all

, and as of this moment has no plans to be in session for the end of the year. nothing is stirring, not even harry reid. yes, i'm still in the christmas spirit. the president meanwhile is in hawaii and won't be returning until tomorrow. now, normally nothing happening would not be big news in washington. nothing happening is kind of the status quo in washington. getting nothing done is to our political system as saying great is to tony the tiger. it's just kind of what we do now. right now, this week, nothing happening is huge news. the reason is that usually when washington doesn't do anything nothing happens. you do nothing, nothing happens. that's how it goes. in fact that's why people call it doing nothing. after you do it, nothing occurs. if washington doesn't do something, a lot happens. all the bush tax cuts expire, the payroll tax cuts expire. doctors participating in medicare, see their reimbursements cut by more than 25%. good luck getting a doctor then. more than a trillion dollars in spending cuts are triggered. the economy probably falls back into recession, and merry christmas and happy n

baker without thinking about our current leaders. there are contrast. senator reid and senator mcconnell did not create the hyper partisan senate. they inherited it, basically. they certainly have not done anything to reverse the situation. instead it has gotten worse. i think senator mcconnell really bears the special responsibility. he is the architect and the symbol of a policy of absolute obstruction. the obstruction began at the beginning of president obama's presidency. at a time of absolute national economic crisis,it is utterly impossible for me to conceive of senate leaders that i grew up with being as different as it can be from howard baker or any of the great leaders. i think it is contrary to the way that the senate worked when it worked at its best. the senate is supposed to be the national mediator. that is a place where the parties come together and reconcile and not inflame differences. it did not work that way at all in the past -- in a long period of time. the frustration i have the senator mcconnell is number one, he deepened the problem. he has driven the senate to a

get that done. i just spoke to speaker boehner and met with senator reid. i have asked congress to work on a package that prevents a tax hike on middle-class americans, protect unemployment insurance for 2 million americans, and lays the groundwork for further work on growth and deficit reduction. that is an achievable goal. that can get done in 10 days. once this legislation is agreed to, i expect democrats and republicans to get back to washington and have it passed both chambers. i will immediately signed it into law before january 1 of next year. averting this tax hike is not a democratic or republican responsibility. with their votes, the american people have determined that governing is a shared responsibility between both parties. in this congress, laws can only pass with support from democrats and republicans. and that means nobody gets 100% of what they want. everybody has to give a little bit in a sensible way. we move forward together, or we do not move forward and all. so, as we leave town for a few days to be with our families for the holidays, i hope it gives every

minutes from now, any moment, they're starting to arrive, we have boehner, pelosi, mcconnell, reid. they're on capitol hill. what can president obama offer that both sides can agree to. >> unfortunately for individual members of the republican house it is to their interest to let tax increases go into effect. that way they won't be viewed as having raised taxes. they can come in and easier to negotiate with them. what the president, what we are hearing about what the president is proposing though, is a small deal to get them through the fiscal cliff so that it avoids some of the implications, some of the more damaging implications for the economy. i don't think the fiscal cliff honestly is really going to have a huge impact. our housing market and labor market remained firm and i think they can survive this. but i do think that though, that if the president does offer this smaller deal i think there's opportunity here, though it is probably slim. heather: that smaller deal, or that plan-c as the president has called it, i guess last friday or we're calling it now plan-c, david, it really
